The following documents are required to transport goods into Puerto Rico: bill of lading (or an air waybill or carrier's certificate); commercial or pro-forma invoice; packing lists and other documents such as certificate of origin (for special treatment); air waybill; commercial invoice; carnet; certificate of origin or age.

Labeling
All goods of foreign origin must be legibly, indelibly and permanently marked with the name of the country of origin unless they meet the exception requirements in the regulations. When marking is not feasible, such as when the article is too small or marking would in some way damage the merchandise, then the packaging or container that will reach the ultimate consumer must be marked.

Free Trade Zones
There are several Free Trade Zones in Puerto Rico. Importers may elect to pay Customs duty at the lower rate of either the finished product or its components. When the merchandise enters P.R, low tariffs are typically only levied on raw materials, components, or finished goods.
