Congo (Dem. Rep.) has been a member of WTO since 1997. This means that the country has to implement many WTO principles of free trade and open borders (but not in all cases).

Import documents include: BIVAC an invoice containing a detailed description of the goods; a statement accepting inspection; a commercial invoice; packing list; bill of lading (air way bill); import license; pro forma invoice; the U.S. shipper's export declaration; an insurance certificate; and (in necessary) a certificate of origin; terminal handling receipts. All import documents must be in French.

The Congo does not currently possess any foreign trade zones or free ports.

Not later than 15 calendar days after arrival at port of entry, products must be declared for local consumption, transit passage, or warehousing. If after 15 days the required declaration has not been made, these products will be considered abandoned and as having no consignee.
