Brazil has been a WTO (World Trade Organization) member since 1995. The country is one of its most active participants: Brazil has submitted diversified proposals to different WTO bodies and took part in the GATS negotiations on telecommunications and on financial services.
Free Trade Zones (Warehouses)
There are 4 free trade zones in Brazil: Manaus (in the State of Amazonas); Macapá/Santana (in the State of Amapá); Tabatinga (in the state of Amazonas in the border with Peru); and Guajaramirim (in the State of Rondônia, bordering Bolivia). 4 other free trade zones are authorized but not yet functioning: Bonfim and Paracaíma (in the state of Roraima), Brasiléia (in the State of Acre) and Epitaciolândia (in the State of Rondônia).
The Manaus Free Trade Zone is the most largely developed. Decree No. 288 of February 1967 established specific incentives for 30 years period with the purpose of creating an industrial, commercial and agricultural center in the middle of the Brazilian Amazon.
The Brazilian Constitution of 1988 ratified the fiscal benefits of the Manaus Free Trade Zone and extended their applicability to the 2013. Free Trade Zone status implies that imported goods may enter into the Manaus free port without payment of customs duties or other import taxes.
Additionally, the Industrial Products Tax (IPI) on a number of commodities and the ICMS sales tax on the majority of items are not applied.
Manaus Free Trade Zone importers are allowed to supply foreign products from their stock in Manaus to other regions in the country regardless of quantity. But these products are subject to all duties assessed under normal imports. There is, however, the advantage that the Merchandise Circulation Tax is diminished to only 4 %.
In addition to the free trade zones, 14 export processing zones have been authorized.
